Pupils with special educational needs of Roma origin in education

CERV-P-2023-0426
Rosa Parks Foundation
Budapest

The most severe form of segregation affecting Roma children is unjustified disability designation. There has been no research on this phenomenon for about a decade, but recently two legal cases have been launched, leading to a court ruling that this form of segregation is still present today.

The aim of the initiative is to collect data and information on this issue to help international organisations monitoring our country to put pressure on the relevant institutions to improve the educational equality of Roma children. It will also help Roma parents to eliminate unfair practices and improve the educational situation of their children at the local level.

The initiative focuses on Roma children who have been designated as SEN (special education needs) and have been subjected to segregated education or individualised curricula. The implementers will explore their situation through research, legal training on education, national and international advocacy, the production and dissemination of a legal guide, a legal aid service and the launch of the Roma Education Network to combat the long-term exclusion of Roma children from education.
