The aim of the White Balloon Movement was to eliminate deficiencies in accessible transport, particularly in railway infrastructure, in order to ensure equal opportunities and a better quality of life for people with reduced mobility. We established a national network consisting of 15–20 professional and civil society organisations to achieve more effective advocacy for those affected and to increase social support. Key objectives included making suburban train (HÉV) lines accessible, improving passenger information systems, making complaint management more efficient, and identifying deficiencies in railway infrastructure with the active involvement of stakeholders.
The direct target groups were people with reduced mobility, the elderly, mothers with young children, the visually impaired, and their relatives. In the professional field, they included civic, transport, and disabled persons' organisations, decision-makers, as well as segments of society that supported the development of a more inclusive transport infrastructure.
Within the framework of networking, we held monthly meetings and strategic discussions.
We organised community organising visits and information events in rural areas.
Instead of the originally planned conference, we managed to establish contact with decision-makers in a more direct and effective way: as a result of the pressure-building actions carried out at the beginning of the project, the organisation was invited to the Ministry of Construction and Transport, where they could represent their position through direct negotiations.
Within the framework of social media campaigns, we produced creative content (videos, interactive posts), prepared educational materials, and launched petitions and questionnaires.
The main objectives of the programme were fulfilled: the issue of making the H5 suburban train (HÉV) line accessible was placed on the agenda of ministerial negotiations, and the movement was able to meaningfully influence decision-making processes. Although the originally planned conference was not held, the results expected from it were achieved through direct negotiations. Compared to the original plans, new elements were also integrated into the programme, such as the online questionnaire and rapid-response actions, which significantly increased social visibility and brought the support of thousands of people. The White Balloon Movement achieved a greater political and social impact than expected, and strengthened the movement's network and advocacy capacity.
